PURPOSE OF THE UNIT STANDARD 
This Unit Standard is designed to assist learners to understand general ethical principles and their relationship to Victim Empowerment. This will enable learners to apply such principles to the practices and procedures of Victim Empowerment. It will also equip learners to conduct themselves ethically and to regulate their own moral conduct based on ethical procedures; as well as guide learners in appropriate behaviour.

Learners accredited with this unit standard will be capable of:
  • Explaining and examining key ethical concepts in the context of Victim Empowerment.
  • Describing and explaining key ethical concepts governing disclosure and non-disclosure of information
  • Identifying, understanding and demonstrating appropriate ways of interacting ethically with victims in multicultural contexts 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that a learner will be competent in:
  • Communication at NQF level 1 or equivalent competence.

    SPECIFIC OUTCOME 1 
    Demonstrate an understanding of key ethical concepts and principles in the context of Victim Empowerment. 
    OUTCOME RANGE 
    Key concepts include, but are not limited to: right and wrong, good and bad, what deserves respect, moral knowledge, freedom, choice, accountability, etc. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A description and explanation of the key ethical concepts is provided as practiced in the context of a Victim Empowerment project, workplace, institution or organisation. 

    ASSESSMENT CRITERION 2 
    Appropriate moral behaviour is explained according to best practice in the context of a Victim Empowerment project, workplace, institution or organisation. 

    ASSESSMENT CRITERION 3 
    Key ethical principles that are compromised through victimisation are identified and the consequences for victims are explained with examples. 
    ASSESSMENT CRITERION RANGE 
  • Key ethical principles include, but are not limited to: dignity, respect, consent, privacy, etc.
  • Consequences include, but are not limited to: damage to self-esteem, victim blaming, disempowerment, etc.
     

  • SPECIFIC OUTCOME 2 
    Describe and explain key ethical concepts governing disclosure and non-disclosure of information. 
    OUTCOME RANGE 
    Contexts for disclosure include, but are not limited to: information that is given within the limits of one's authority, in confidence and trust, within the normal requirements of the sector, workplace, institution or organisation. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The boundaries relating to the types of information that may not be disclosed for ethical reasons are explained in relation to the sector, workplace, institution or organisational policies and procedures. 

    ASSESSMENT CRITERION 2 
    Ethical principles that govern the disclosure of information in a particular work context are identified and explained with examples. 

    ASSESSMENT CRITERION 3 
    Reasons for non-disclosure of information are explained by referring to ethical principles in accordance with relevant legislation and organisational policies, guidelines and procedures. 
    ASSESSMENT CRITERION RANGE 
    Reasons for non-disclosure include, but are not limited to: motivation for ethical procedures for conducting professional and personal affairs, the justification for commitment to honour positions of confidence and trust within the limits of authority, right to privacy, etc.
     

    SPECIFIC OUTCOME 3 
    Identify, understand and demonstrate appropriate ways of interacting ethically with victims in multicultural contexts. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The factors that influence interaction in specific multi-cultural contexts are identified and explained in terms of their impact on the interaction. 
    ASSESSMENT CRITERION RANGE 
    Factors include, but are not limited to: cross-cultural, multi-cultural/racial tolerance, propriety, acceptance, diversity, etc.
     

    ASSESSMENT CRITERION 2 
    Positive and negative perceptions of racial and cultural groups are discussed in terms of their effect on victims in a multi-cultural context. 

    ASSESSMENT CRITERION 3 
    The role of perception is explained in terms of its effect on the way the victim is treated. 

    ASSESSMENT CRITERION 4 
    Appropriate and inappropriate ways of interacting in multi-cultural contexts are explained and demonstrated in terms of key ethical concepts as is practiced in the Victim Empowerment sector, workplace, institution or organisation. 
    ASSESSMENT CRITERION RANGE 
    Ways of interacting include, but is not limited to: Positive and negative perceptions towards cultural and racial characteristics of other cultures and races, prejudice, stereotyping, ethnicity, etc.
     


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant band or sector ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a Qualification in Victim Empowerment or a related sub-field of Human and Social Studies at a minimum of NQF level 3.
