PURPOSE AND RATIONALE OF THE QUALIFICATION 
This qualification is for persons who work or intend to work within a construction context on a site, and who seek recognition for essential skills in construction operations in roadworks.

People credited with this qualification must know and are able to:
  • Communicate in a road construction environment (verbally, writing, signs)
  • Use mathematics in a road construction environment (calculate quantities, set out work)
  • Conduct general construction activities (use and maintain small plant)
  • Conduct roadworks construction activities (as reflected in unit standard elected)
  • Perform supplementary roadworks construction activities

    Recipients of this qualification will have the knowledge and skills to conduct the essential operations associated with efficient and safe work in roadworks.

    The qualification is designed to be flexible and accessible so that people are able to demonstrate the competencies required to work safely in construction generally and more specifically in roadworks.

    Rationale:

    The introduction of a National Certificate in Construction at level 3, based on unit standards will allow learners to develop skills required in the Construction Industry. The stream or context in which the learner will apply the generic construction competence forms part of the qualification title - in this case - Roadworks - indicating the area of specialization at this level.

    Typical job roles would include Road Worker, Road Construction Worker. Roadwork Artisan.

    The qualification will give them the opportunity to balance their practical skills with the essential knowledge needed to earn a formal qualification in construction without formal education becoming an impassable barrier.

    There is also a critical need in the industry to identify people who are able to conduct the essential operations associated with efficient and safe construction work in at least one of the construction areas of roadworks, structures or drainage and services.

    This qualification forms part of a set of three qualifications namely National Certificate in Construction - Roadworks - NQF Levels 1 to 3 and the selection of unit standards at the various levels must be done in such a way that the learner achieves the required level of specialization as required by the Industry in which the learner operates. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that candidates embarking on learning towards this qualification are already competent in the following areas:
  • General communication skills should be at a higher level or equal to NQF level 2
  • English skills should be at a higher or equal to NQF Level 1
  • Mathematical literacy should be equal to NQF Level 2
  • Basic knowledge of construction works
  • Safe work practices on a construction site
  • Work effectively as part of a team

    Recognition of prior learning:

    This qualification can be achieved wholly or in part through recognition of prior learning in terms of the criteria laid out.

    Evidence can be presented in a variety of forms, including international or local qualifications, reports, testimonials mentioning functions performed, work records, portfolios, videos of practice and performance records.

    All such evidence should be judged according to the general principles of assessment described in the note to assessors.

    Motivation for allocation of credits:

    As this qualification leads a person towards being able to communicate in various ways on a construction site, including written communication, candidates are required to obtain forty credits in communication - twenty in mother tongue at the level of the qualification and twenty in English at level one. As Construction work is practical in nature the balance of credits have been assigned to the practical application of skill and knowledge within the construction industry, and particularly in roadworks. Candidates may select any 35 credits from the list of elective unit standards to total 155 credits for the qualification.

  • ASSOCIATED ASSESSMENT CRITERIA 
    Associated exit level assessment criteria:

    Exit level outcomes will be judged by the following criteria:
  • The ability to read, understand and communicate technical information, specifications and drawings in a road construction environment.
  • The ability to execute basic calculations required in a road construction environment (quantities and setting out details)
  • The ability to execute specific road construction activities as reflected in the various elective unit standards in a cost effective and safe manner, to Industry norms and project specification requirements.

    Integrated Assessment:

    Formative assessments conducted during the learning process will consist of written tests, demonstrations and a number of self-assessments. The purpose of formative assessment is to diagnose learner strengths and weaknesses and to determine readiness for summative assessment.

    Summative assessment would consist of written tests coupled with assignments, case studies and practical demonstrations. Summative assessments would only be conducted once the learner has indicated that he/she is ready to undergo summative assessment.

    Before qualifying, the learners will be expected to demonstrate competence in a practical situation that integrates the assessment of all specific outcomes, for all unit standards.

    Integrated assessment provides learners with an opportunity to display an ability to integrate practical performance, actions, concepts and theory across unit standards to achieve competence in relation to the purpose of this qualification.

    In particular assessors should check that the learner is able to demonstrate the ability to consider a range of options and make decisions about:
  • The quality of the observed practical performance as well as the theory and underpinning knowledge behind it.
  • The different methods that can be used by the learner to display thinking and decision making in the demonstration of practical performance.
  • Reflexive competencies. 

  • INTERNATIONAL COMPARABILITY 
    This qualification and the component unit standards have been compared with similar qualifications from the following countries:
  • New Zealand
  • Australia
  • Scotland

    The closest match to this qualification is found in New Zealand: a National Certificate in Road Construction - Level 2, consisting of a total of 50 credits, made up as follows:
  • 6 level 2 unit standards, totalling 21 credits (9 credits compulsory)
  • 8 level 3 unit standards, totalling 56 credits (16 credits compulsory)
  • 1 level 4 unit standard with 8 credits (compulsory)

    In New Zealand qualifications where developed specifically for Civil Engineering, Civil Plant Operation & Management, Civil Works & Services, Engineering, Highway Construction & Maintenance and Pavement Surfacing. All these qualifications contain unit standards relevant to the South African Construction Industry.

    The formatting of these qualifications differs from the South African Qualifications Criteria for qualification compilation. Small qualifications with a total of 50 credits are allowed. Fundamental unit standards are not specified, as is the case in South Africa. 

  • ARTICULATION OPTIONS 
    Learning pathway: This indicates the vertical movement the learner will follow.

    The learning pathway for the Road Worker is the following:
  • National Certificate in Construction - Roadworks - NQF Level 1
  • National Certificate in Construction - Roadworks - NQF Level 2
  • National Certificate in Construction - Roadworks - NQF Level 3 - this qualification
  • National Certificate in the Supervision of Civil Engineering Construction Processes - Roadworks - NQF Level 4
  • National Diploma in the Management of Civil Engineering Construction Processes - NQF Level 5 (the other streams at this level is Building, Mechanical and Electrical Construction)
  • National Degree in the Management of Construction Processes - NQF Level 6

    Graphical representation of the Qualification:

    This qualification is based on the contextual model. The context in which the learner applies his generic competence is indicated - that is Roadworks - in this case.

    This facilitates horizontal movement at this level since the fundamentals; generic core and generic electives are the same for all construction qualifications at this level. 

  • MODERATION OPTIONS 
    Assessment of learner achievements takes place at providers accredited by CETA (RSA, 1998b) for the provision of programs that result in the outcomes specified for the National Diploma in the Management of Civil Engineering Construction Processes. CETA - ETQA, or other ETQA`s who have a Memorandum of Understanding in place with CETA - ETQA, is responsible for the moderation of learner achievements of learners who meet the requirements of this qualification.

    Anyone assessing a learner or moderating the assessment of a learner against this Qualification must be registered as an assessor with the relevant ETQA. Any institution offering learning that will enable the achievement of this Qualification must be accredited as a provider with the relevant ETQA.

    Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA`s policies and guidelines for assessment and moderation; in terms of agreements reached around assessment and moderation between ETQA`s and in terms of the moderation guideline detailed immediately below.
